it depends are we ranking how good they are through the campaign or overall stats?

Im a light-moderate pokemon player so I will rank them positioning each one as how good they are on the campaign:

1st generation:

  • Bulbasour - Great in MANY gyms (it just make you pass the first 3 gyms without the needing of taking a nidoran or others pokemons), great tank at late game and has a really good spot if you do a well balanced team (toxing and being tanky) great early game - descent midgame - good at late game. Besides that you wont get much better tanks and grass type in this generation
  • Squirtle - Great against broke - shit against misty and even worse against 3rd and 4th gym(celadon). Not good against 5th(fushia), meh at 6th(sabrina dunno the city) , good at cinnabar and against giovanni bad at late game
  • Charmander - One of the coolest bc of charizard but imo - bad in early game making the worst early game in 1st gen. Descent mid game at 3rd and 4th gyms - bad late game (not the quest damage dealer and not OK at holding hits

2nd generation:

  • Chicorita - worst starter of all generation - bad at early game, worst mid game - meh at late game its a ok tank but REALLY NOT that much =S
  • Totodile - Guess is the best starter in 2nd generation its OK at early game - OK at mid game and is one of the best water type pokemons you can get in this generation and has a great late game at the campaign (higher CP of the game 2600+ if you not consider the legends LOL) and eletric is the main type against water and we dont have good eletric pokemons at generation 2 (we have Ampharos but really who plays Ampharos) and water is descent against the main type of the game meta (steel) based on this stats its the best of all three
  • Cyndaquil - Beast attack (the best attack of all three of them but its just shit at defence and I guess you can get something better fire type wise)

3rd generation:

  • Treecko - is my favourite pokemon but based on the game itself its not a good pokemon for the campaign overall only does well against roxanne, the twins, wallace and watson and struggles at the elite four. Has an OK early game, meh mid game and not good late game (you can get better grass types pokemons in 3rd gen)
  • Mudkip - Its a little bit better than treecko, its basically the same as treeko against the gym leaders and a bit better in elite 4. (its just a little bit better then treecko) and you dont find some good water types pokemons at 3rd gen but we always can count with gyarados, right?
  • Torchic - is the best starter of this gen hands down and is OP fire type at this gen aswell (only facing trouble against roxanne but if you evolve it to combusken it rolls over with double kick) and just rolls over against elite four

the 3rd gen is the best and well balanced of all three starters-wise

if all that in mind:

Bulbasour

Torchic

Totodile

Squirtle

Treecko (its here bc in emerald the champion is Wallace [ice type] so treecko is really a must in this battle)

Mudkip

Charmander

Cyndaquil

Chicorita
