Clan beginnings I think rely more heavily on leadership because there needs to be some sort of establishment of vision, goals, rules, and mentality that contributes to the frame of the community. Then as those things (assuming they have some success) become more cultural, the shift to maintaining that culture through the community should become the main focal point. Leadership is still very important at any stage because of those first few reasons I listed, but I think if the member base is generally on the same page then the clan will last through periods of mediocre leadership, where as if the member base falls apart that might be much more difficult to overcome.
